Job Description

Support for European Business in South East Asian Markets (SEBSEAM) Program

The European Union has launched a 5-year program to provide Support for European Business in South East Asian Markets (SEBSEAM) particularly in Cambodia. The SEBSEAM program aims to increase and diversify exports and investments of EU business to Cambodia and ensure EuroChamís financial sustainability in the long term

The European Chamber of Commerce in Cambodia (EuroCham) will implement project activities that will facilitate and improve EU market access into Cambodia/ASEAN and establish new business partnerships with Cambodian companies as well as build closer relations with the Royal Government of Cambodia. The Network will promote the high potential business opportunities in Cambodia to EU industry sectors/enterprises and offer business support to EU enterprises interested in entering the Cambodian market.

Project summary

The global objective of the project is to contribute to increase and diversify exports and investments of EU-based SMEs to Cambodia and the ASEAN regional market.

The Service Manager reports to the Executive Director.

Job Purpose

Working closely with the Executive Director, the Communication and Outreach Managers, the Service Manager will lead EuroCham Business Development and Support Team to support European businesses interested in entering the Cambodian market.

The project will start in August 2014.


The Service Managerís responsibilities will include, but not be limited to:
  • Scaling up EuroChamís Business Development and Support Services and providing a 5 Year Road Map;
  • Developing a strategy to attract companies interested in sectors with high potentials and added valueósuch as green technologies, fashion, agri-business and processing;
  • Proposing budgets, P&Ls, and ensure financial sustainability of the Service Team;
  • Managing service requests, including researching and analyzing data;
  • Developing relevant research tools and trade, investment and sector-specific databases;
  • Conducting desk research and primary research to collect data to help address service requests;
  • Creating Excel models to interpret data and building frameworks for evaluating and presenting information on Cambodia-EU trade and investments;
  • Managing the Hotdesk/Common Office Space and the related admin/support services;
  • Coordinating the service team in delivering sector specific market studies
  • Leading the Service Team in the organizing missions for SMEs interested in gaining an overview of opportunities in Cambodia;
  • Leading the Service Team in developing a Welcome Pack for European businessesóto include practical instructions for registration; interaction with relevant bodies such as the Council for the Development of Cambodia (CDC); guidelines to meet international requirements (such as those set by the British Bribery Act) developed in collaboration with partners such as the Anti-Corruption Unit (ACU) and Transparency International (TI);
  • Leading the service team in the organization of annual events and business forums;
  • Managing cooperation with the Cambodian National Expert of the ASEAN Intellectual Property Rights (IPR) SME Helpdesk;
  • Developing EuroCham Annual Business Survey;
  • Developing the following online tools (and facilitating discussion whenever needed):
    • User friendly library with all relevant publications on Cambodiaís economic environment;
    • English language library of Cambodian commercial laws;
    • Comprehensive listing of all European entities and service providers in Cambodia;
    • Online B2B Forum, including a sub-forum to support business matchmaking;
    • Development of Market Awareness Workshop and Webinars.

Job Requirements

  • Master Degree, preferably in business administration;
  • 4 year experience in delivery business development and support services, either in consultancy firms or trade promotion agencies;
  • Strong networking skills;
  • Excellent written and oral communication skills in English;
  • Knowledge of additional European languages, preferably French, is an asset;
  • Computer literacy, proficiency with MS Office programs.
