Job Description
 
The key responsibilities placed on the Project Manager are
 
Responsible for Property Development, Project Management and Urban Development of company and management of project planning, government approval process,  budgeting, revenue generation, contracts, risk management, facilities, security, project operation, customer service and others.

Budgeting and Expense Management
Accountable for managing budgets for the division which include Equipment procurement and maintenance, Planning, Project Management, Construction Management, Develop annual expense budgets for the property and maintain necessary controls to ensure that expense performance meets expected target.
Develop quarterly expense projections and associated variance analysis.
Manage all expense for the civil & building contracts to ensure they are within budget and actively pursue expense reduction initiatives while maintaining appropriate standards for the property.

Provide Management and Leadership
Serve as a values role model for the operations.
Lead a management team in the planning, development and implementation of initiatives and projects that maximize the value of the asset, drive net operating income and are consistent with the policies and procedures of the company.  Implement Human Resource functions including performance evaluations and team building.

Optimize Profits
Explore and seize all opportunities to generate Net Operating Income at the division by driving local project teams to maximize revenue generation across several categories including value engineering, equipment short term leasing, appraisals of specialist subcontractor, temporary storage alternative method of construction, competitive subcontract tendering procedures, etc.
 
Corporate Compliance
Ensure all business practices are in full compliance with the company policies and procedures and develop methods to review, educate, raise awareness and participate in audit practices to ensure full compliance.
Oversee the local contract management process ensuring that all contracts are properly written, consistent with Corporate policies on Board Reserve Matters and provide maximum protection to the company

Equipment Management
Through the Equipment Manager, ensure all construction assets are properly maintained.  
Develop 5 year capital expenditure plans that balance expense control targets with infrastructure project needs.
Ensure a comprehensive programs and practices are implemented consistent with Co. standards and that all levels within the Equipment Department have appropriate leadership, direction and training.
Ensure all vendors perform to the highest standards and in compliance with the contracts. 
 
Security and Emergency Preparedness
 
Manage the local security functions of the works to ensure a safe environment for all clients, public and employees.  Develop actions that minimize incidents and reverse any negative trends in security.
Ensure the projects are properly prepared for emergencies through leadership of the Emergency Preparedness Committee and implementation of effective drills.

 Clients’ Management         
Accountable for ensuring all clients associated with the projects operate at the highest standards and at the best value.
Coordinate a high-quality bidding process and negotiate highly competitive and detailed contracts.
Ensure strict contract compliance.

Administration
Multiple Projects responsibilities associated with the management of projects which include:
Staff related performance evaluations, goal setting, and compensation.
All aspects of contract management including scanning, recording, filing and posting.
Management of contract drawings and as-built to maintain accurate projects drawings and specifications in appropriate paper and electronic formats.
Collecting and maintaining warranty documentation and warranty claim information.
Maintain client information, contact information, store open/close notices.
Reporting which could include project progress updates, Financial Cash Flow report, security incident reports, business development reports, contract summary reports and more.
Adherence to the Corporate Policy for the creation, management, storage, tender procedures and disposal of all documents.  Champion and oversee the policy at the site operation.
Updating SOP manuals, insurance certificate tracking, and QA/QC and Safety inspection record tracking.

Job Requirements

Essential Experience
 
  • B.Sc. (Hons) Civil Engineering/ Construction/ Building/ Quantity Surveying degree from recognized University
  • Members of Engineers Institution/ CIOB (Chartered Institute of Building) / RICS (Royal Institute of Chartered Surveyor) is an added advantage
  • Minimum 20 year experience in tendering & implementation of multiple infrastructure civil engineering & building projects as Project Manager
Examples of Major projects with value exceeding USD 50M completed:-
  • Civil works – Heavy Steel Structure, Airport, Infrastructure, etc.
  • Building projects
Preferred Skills
  • Good knowledge of building regulations, legislations and government policies relating to property development
  • MBA is preferred
