Job Description

  • Ensure the overall quality of delivery, implementation and documentation of all SBF SRH and HIV/AIDS; microfinance, savings and remittance tools; health insurance; other social protection services and workers rights activities for young GFWs.
  • Maintain and improve working relationships and negotiate all agreements and MoUs with key Ministerial champions in MoLVT and MHD as well as with private sector and INGO partners including GMAC, factory managers/owners, SAFE working group members, MSIC, Gret, micro finance institutes and LEVI.
  • Support and provide guidance to LNGO partners implementing on behalf of CARE including supportive supervision and field visits, monitoring and evaluation, providing capacity building on organizational and financial management as well as technical abilities.
  • Manage LEVI and PSL (part project) budget and control all relevant expenditure against that budget.
  • Identify and take action on fund raising opportunities that leverage and compliments the existing LEVI and PSL grant.
  • In collaboration with LEVI and PSL Project Officer and other CARE Empowerment teams ensure effective monitoring and evaluation of the project in line with work plan and indicators, and ensure use of research and M&E data to inform and improve project performance and learning. 

Job Requirements

  • At least five years working directly with vulnerable populations on gender, workers rights, empowerment interventions with international organization as well as experience working in partnership with RGC ministry representatives and private sectors
  • Experience in delivering a BCC project and SRH messages
  • Excellent and proven coordination and leadership of multi-sectoral intervention
  • Profound knowledge of garment sector and workers issues in Cambodia
  • Good communication skills(both written and spoken) in English and Khmer including report writing.
  • Demonstrated flexible approach and ability to work under pressure and to organiseand manage workload to meet deadlines.
