Identify priorities and goals together with the GROUP HRD; consolidate company goals into a comprehensive annual HR plan.
As a strategic partner, give corporate structure suggestion or advice to company as to corporate business development.
Assists the Director in developing, defending and administering the annual budget for personnel. Monitor and control budget for HR work including recruitment, training, employee relations and activities; the budget should be done and approved at the end of every year.
As to business development, initiatively give suggestions to company, to add or reduce employees, to control the human capital.
Prepare an annual report of accomplishments in the end of every year, evaluate yearly HR work performance, Regions and Branches. 2?Staffing & Recruitment
Workforce planning as per business development.
Oversee HR recruitment team efficiently to meet company demand (including supervising the Recruitment Manager in preparing and placing advertisements, maintaining list of current openings, testing and screening applicants, securing references, and conducting screening interviews as needed).
Coordinate and oversee employee selection and hiring; responsible for senior staff recruitment. 3?Training
Oversee HRD training program to meet company demand.
Discuss with the training manager to achieve training goals and target.
Develop, plan and coordinate with the training manager the training for staff at all levels; supervise the administration of the budget for training and travel.
Oversee the orientation process for all new employees. 4. Compensation & Benefits
Make sure company C&B policy best to both company and employees.
Adjust or change some C&B rules as to state laws or business development. 5. Performance Appraisal
Implement the performance appraisal system, and guide the evaluation procedure.
Ensure the recording, the monitoring and the follow up of the performance management system with all levels of management. 6. Employee relations
Lead HR team to keep good and professional employee relations in the company.
Spread corporate culture to all employees.
Maintain the effective communication system to help information spread accurately in the company.
Counsel staff and managers regarding personnel matters, including promotions, insurance, retirement and other benefits, in a confidential, objective and professional manner. 7. Organization
Have a reliable team, recruit high-level assistants and coach them both in HR and training departments.
Organize meetings with branches HR to ensure implementation of strategy, follow up of actions and foresee problems. 8. Reporting
Report on a regular basis to GROUP HRD and keep the GROUP HRD informed of potential problems and concerns.
Present a quarterly HRD reports to GROUP HRD.
Oversee the collection and reporting of human resource information and data; responsible for checking the monthly consolidation of Staffing reports.
Maintains awareness of developments and trends in the field of human resources by attending workshops, meetings, conferences and reading professional literature. 9. Company Policies
Recommend and develop personnel policies procedures, programs and services for employees. Assist the Director in the interpretation and administration of the Personnel Policies. Orient, train and assist supervisors in the interpretation and application of personnel policies and procedures; coordinate the performance evaluation program. 10. Others
Carry out any other duties within the scope, spirit and purpose of the job.
Bachelor degree above in Human Resources Management or Business Management, or related field.
Minimum of 12 years’ experience in HR, preferably in a management role in large MNCs, with previous experience in managing a team.
Proficiency in both spoken and written English
