Job Description

Report to: Chairman

Purpose of the Position

The Human Resource Director is in charge of managing and overseeing personnel of the Company as well as organizing and coordinating office operations and procedures in order to ensure organizational effectiveness and efficiency.

Responsibilities & Accountabilities

A. Human resource Management
  • Provide vision and tactical leadership to all employees
  • Supervise, coach, train and motivate people of different cultures
  • Managing all the departmental heads and making sure the performance of the department is in order
  • Policy development (i.e. Develop a recruitment and retention policy: attract and acquire the right talent to meet organizational needs; identify new ways to attract and retain workforce, especially top talent; achieve competitive advantage by retaining and engaging key talent in the Company) and documentation
  • Recruit, interview and select staff for the Company and its project companies
  • Provide on the job and other training opportunities
  • Performance management (i.e Evaluate staff performance ect.) and improvement system
  • Coach and discipline staff
  • Assign and monitor clerical and secretarial functions
  • Solve daily HR issues in the Company
  • Set up new policies and procedures, C&B scheme; manage and administer the manpower operations related to branches of the Company

B. Office Management
  • Design and implement office policies
  • Establish standards and procedures
  • Organize office operations and procedures
  • Supervise office staff
  • Monitor and record long distance phone calls
  • Prepare time sheets
  • Control correspondences
  • Review and approve supply requisitions
  • Liaise with other agencies, organizations and groups
  • Update organizational memberships
  • Maintain office equipment
  • Manage the Company website and its update
  • Responsible for all aspects of the day to day running of the Company's office

C. Filling and Maintain office records
  • Design filing systems of hard- and soft-copy (to include but not limited to project documents, market and competitive database, marketing collaterals, reports, ect.)
  • Ensure filing systems are maintained and up to date
  • Define procedures for record retention
  • Ensure protection and security of files and records
  • Ensure effective transfer of files and records
  • Transfer and dispose records according to retention schedules and policies
  • Ensure personnel files are up to date and secure

D. Maintain office efficiency
  • Plan and implement office systems, layout and equipment procurement
  • Maintain and replenish inventory
  • Check stock to determine inventory levels
  • Anticipate needed supplies
  • Verify receipt of supply

Job Requirements

  • At least 5 experience years in management level
  • Strong experience in HR division, Office Management, planning, talent development
  • English communication
