To develop HR strategies that HR and Admin tasks can support sales and marketing department and Business strategy of H&L Group. To partner the line in the delivery of our strategic business objectives, facilitate the embedding of Leadership, Culture and Talent strategies and enable the line to own the people agenda and maintain a set of standard class HR policies and procedures for use by HR Department and Line Managers to fulfill the company plan
Plan, develop and implement strategy for HR management and development (including recruitment, and selection policy/practices, discipline, grievance, counseling, pay and conditions, contracts, training and development, succession planning, morale and motivation, culture and attitudinal development, and performance appraisal.
Maintain standard class HR policies and procedures for H&L Group that follow standard practice and the law.
Understand HR policies and procedures, process and be able to interpret to Line Managers and other staff upon request.
Assist managers in professional completion of all recruitment placement assigned.
Maintain employee relations with assigned departments to ensure minimum legal exposure.
Maintain working relationship with related government authorization, external partner (recruitment agencies and CAMFEBA) to ensure supportive resources for relevant exposure.
Contribute to the execution of standard H&L Group process through active project team membership.
Arrange logistics and follow-up with timely and sufficient preparation for candidate sourcing and pre-screening, interview assessment center, ability test, pre-employment medical checkup, probation review meeting, exist interview, induction, etc.
Update and follow-up information in the recruitment information system to capture related recruitment information accurately and timely.
Understand company structure to maintain updated company organizational chart.
Performance & Development Management
Record training history into database and keep manager updated on training status of individual. It is part of backup plan development in H&L Group.
Arrange logistics for training courses in accordance with allowed budget and follow up all department heads to have observation of their subordinates.
Ensure getting comment sheets and evaluation forms after training courses to assess quality of trainer.
Collating training need with 100% accuracy.
Manage KPI & PI form submitting from non-management staffs and record properly.
Compensation and Budget Control
Provide up to date information on the local salary market so that H&L Group staff salaries are maintained within the strategy set by the management.
Manage and control departmental expenditure within agreed budgets.
HR Reporting & System
Maintain and update the Human Resource Database. Ensure all the information is available and accurate for use by line managers.
Assist in development of useful HR Database System to support the company activities involving timely maintenance and updating of paper and computer files.
Monitor measure and report on HR issues, opportunities and development plans and achievement within agreed formats and timescales.
Responsible for all aspects of paper works such document management, document development, personal file records and document cascading.
HR Business Partner and Services
Liaise with other functional/departmental managers so as to understand all necessary aspects and needs of HR development, and to ensure they are fully informed of HR objectives, purposes and achievements.
Maintain awareness and knowledge of contemporary HR development theory and methods and provide suitable interpretation to CEO/BOD, managers and staff within the organization.
Contribute to the evaluation and development of HR strategy and performance in cooperation with the executive team.
Ensure all company assets are properly managed and recorded.
Ensure good customer services, conduct protocols and hygiene control.
Tertiary qualified in relevant field
At least 3 year significant experience experience in a quality HR function
High level of English verbal and written
Experience in application of Cambodian Labor Code
Understanding of basic HR practices and principles
Good interpersonal and communication skills
Good computer skills: Ms. Word, Excel, Access, PowerPoint
Demonstrated team contribution skills
Ability to work with all levels of staff, expat and local
Young and energetic self-starter
