To oversee and take responsibility for the procurement of goods and services in compliance with the company policy ensuring to meet requirements of other Bureau/Dept. , achieve operational objectives and delivery the best value for the company.
To take a proactive approach in reviewing current systems and procedures, making recommendations, proposing and implementing changes in procurement reporting, procedures, processes, policies, forms, etc… for the improvement and efficiency operations.
To oversee daily activities and achieve department objectives and goals within budget.
Strategic Planning and Documentation
Advise BOM issues related to procurement at the Division to ensure the efficiency of procurement activities
Manage the development & implementation of the organizational procurement plans to ensure the on-schedule and efficiency of procurement activities;
Develop and monitor capacity plan of Procurement Department;
Develop road map for Procurement Department;
Cooperate with HR Bureau to develop training sessions required for Procurement Department
Develop, review and update procurement procedures and documentation (ex: procurement process, procurement procedure, payment guideline, forms/templates, etc…)
Develop reporting system
Day to day activities
Directly or indirectly execute and/or monitor the Procurement activities as following: planning (initiating task/project, identifying needs and analyzing the market, specifying requirements, planning approach to market and evaluation), sourcing (approaching market and selecting supplier, negotiating and awarding contract), and managing (managing contract & relationship and review);
Directly or assign staff to cooperate with requestors in order to proceed procurement request;
Cooperate with Finance Bureau to ensure the purchase is aligned with budget
Assign staff to proceed payments related to procurement activities
Guide and communicate with staff/related departments to ensure their compliance with current procedures and policy regarding Procurement activities
Provide required periodically reports
Perform other tasks assigned by Chief of Operation Officer and/or higher level of authority
University Graduate – major: Business Administration, Marketing, Economics relevant areas
Min. 4 years of working experience in banking or consumer finance area or FMCG
Min. 8 year of experience with procurement
Min. 4 years of experience of project oriented work
Language requirements: English – fluent, Vietnamese – native
