Responsible to design and implement good governance policy and internal regulation, in particular conflict of interest policy.
Responsible for the management and technical oversight of all projects activities. Supervises the projects coordinator and the Resource Center to ensure objectives of the projects are met, taking into account the evolving situation and needs
Follow up monitoring and evaluation process and procedure and recommend improvement
Supervises the work of the support team in KrY’s area
Ensures that there is good communication of information within the association. Organizes regular staff meeting
Produce regular internal and external reports of the organization, both for authorities and partners
Oversees the implementation internal finance procedures
Oversees and validates the preparation of the budget and all expenses
Ensures good and transparent management of both proper funds and donors funds – oversees implementation of annual external audit of the whole organization
Performs monthly expenditure control
Check and approve bank withdrawals and deposit, advance notes for purchase and supporting invoices
Validates financial reports before sending to donors
Responsible for design and implementation of HR regulation, in line with Cambodian law and donors procedures
Create a positive and constructive / participative work climate which is able to meet changes and needs
Ensures the understanding by all staff of the various management tools (work contract, internal rules, wage policy) and ensure their implementation
Validates the job descriptions drafted by the Finance and Administration manager.
Responsible to ensure good team spirit and effective work of each staff, according to job descriptions and responsibilities.
Responsible to solve internal or external problems (conflicts etc) encountered between staff or with the beneficiaries or local authorities
Representation, organizational development and fundraising
Liaise and represents the association with government institutions, relevant authorities, partners and donors. Approves and sign partnership contracts
Ensures the smooth organization of field visits for interested people or donors, in link with the projects coordinators
Lead the reflection and design on long term and short term strategy of the project
Align strategy and actions with government policies
Develop communication tools adapted to the strategy and targeted audiences
Responsible for project development following strategic plan
Responsible for fundraising
Responsible to develop the organization’s income generation plan through the resource center: develop and implement business plan for trainings, material and games.
Master degree or equivalent diploma in Education, management, social sciences or related fields.
At least 7 years’ experience in NGO on project management
Experience in designing and implement business plan and marketing strategy is an asset
Excellent communication skills and experience in working with authorities both at national ,sub national and local level.
Strong leadership and participative management skills
Good communication and interpersonal skills
Ability to handle multi-tasking
Analytical Skills and critical thinking
Competence in monitoring and evaluation of the project
Experience in proposal writing and fundraising
Experience in Report writing to donors
Excellent computer skills.
Fluent in Khmer and English, French is an asset
