Job Description

Activity Management and implementation
  • To know, understand and track project outputs against proposal targets and activities
  • Develop agendas and materials for VHW refresher trainings based on identified training needs
  • Develop agendas and materials for VHC quarterly meetings based on achieving project master plan
  • Develop VHC training materials and train staff in their implementation
  • To ensure planning and implementation of all routine activities in accordance with the Merlin CBHA handbook and supporting documents
  • To support development and ensure implementation of the BCC calendar through appropriate tools and methods
  • Focal point for the review and approval of referral claims and ensuring staff availability for approving paperwork
  • Ensure timely submission of monthly field team requests for drugs and other supplies
  • Quarterly work with the pharmacy officer to prepare the request for drugs and medical supplies based on consumption
  • Prepare orders for IEC materials, BCC tools, drugs, medical supplies and other items for activity implementation in accordance with Merlin procedures
  • Conduct field activities to cover for staff vacancies/leave as required
  • With support from the DPHC, train staff in any new protocols, guidelines or technical standards as required
  • Development of tools and guidelines as required to support field teams in activity implementation
  • To support movement tracking and monitoring of CBHA Officer and to report and changes in access and security to the security focal point and DPHC.
Monitoring & Evaluation
  • Conduct activity monitoring in accordance with standard monitoring tools including PQA collection at field level
  • Conduct regular visits to project villages and monthly meetings to supervise and support Project Officers’ activity in achieving their work plans
  • Regular monitoring of internal indicators and drug consumption against morbidity by each VHW and provide recommendations to CBHA Officer teams for actions to address problems identified
  • Conduct spot checks on voluntary health worker reports and provide feedback to CBHA Officer
  • Checking on filing system of each CBHA Officer including field visit checklists, VHW profiles, VHC profiles and training records, accordance with project data guidelines
  • Focal point for beneficiary accountability and community feedback
  • Conduct monthly spot checks on the pharmacy stocks and quarterly monitoring of drugs stocks and forecasts
  • Monitor implementation and utilisation of Referral Guidelines as per monitoring guidelines
  • To develop specific plans for activity implementation in accordance with project master plan and under guidance of DPHC
  • Ensure joint planning of activities and information sharing with other departments
  • Support DPHC to conduct structured weekly field team meetings for activity review, planning and staff training
  • Ensure that monthly work plans are in place for CBHA Officer
  • To ensure all field reports are submitted to the database assistant by the 24th of every month
  • Provide technical feedback on CBHA Officer monthly reports and ensure appropriate actions
  • To report problems and concerns, to offer solutions where applicable and to follow up on resolution
  • Ensure correct and secure filing of reports in accordance with project data guidelines
Human Resources
  • Direct line management of CBHA Officers
  • Monitor and manage CBHA Officer performance against internal performance indicators
  • With support from the DPHC ensure training of project staff to maximise use of their skills and their full and effective participation in activities
  • Take a leading role in the recruitment of CBHA Officer
  • Support capacity building of project staff to ensure the maximum use and development of their skills and their full and effective participation in activities
  • To represent in meetings with the Township Health and Local authorities as requested
  • Participate in country programme technical meetings and other forums as requested
Safety and Security
  • Act as Safety and Security focal person in the field visits
  • Maintain, and monitor Safety and Security Procedures in the field
  • Promptly act according to Save the Children International Safety and Security Procedures should incidents arise

Job Requirements

  • Bachelor-level degree in medicine, nursing, community health, public health or related fields.
  • At least 1 year work experience in Community Based Health Programmes and Primary Health Care services
  • Good communication skills and working knowledge of English
  • Willingness to travel and work in hard to reach areas.
  • Experience of working in a team and ability to manage complex tasks.
  • Ability to work with Microsoft Office Word, Excel, PowerPoint, and basic Internet and Email knowledge
  • Experience of working in a conflict-affected area
  • Knowledge of HIV, TB and Malaria programmes
  • Experience in reproductive or maternal health programmes and/or clinical experience of obstetric or midwifery care
  • Experience of designing and delivering training
  • Local language skills (Kachin, Shan, Palaung, Chinese)
  • Previous experience of working with Northern Shan State’s communities.
